Job Description
<Job Responsibilities>
1. During the Construction Phase:
- Supervise compliance with HSE regulations by construction, MEP, and equipment installation contractors.
- Participate in risk assessments and develop safety plans for high-risk construction activities such as working at height, confined space entry, electrical work, and construction in flammable/explosive areas.
- Coordinate with project management units, construction supervisors, and local authorities regarding fire protection, environmental management, and occupational safety during the construction process.
- Support the development of HSE management systems (ISO 45001, ISO 14001, etc.) from the early construction stage.
2. During the Production Phase:
- Monitor compliance with internal regulations on occupational safety, fire protection, and emergency response across the plant.
- Organize periodic HSE training for employees and subcontractors: hazardous chemicals, toxic gases, PPE usage, first aid, fire prevention, etc.
- Collaborate with engineering, maintenance, and production departments to evaluate the safety of equipment and operational procedures (hazard identification and risk control).
- Manage the incident/accident reporting system, conduct investigations, and implement preventive actions.
- Monitor environmental indicators such as emissions, wastewater, and hazardous solid waste; prepare periodic environmental reports in accordance with regulations.
- Assist in establishing and maintaining emergency response systems for chemical spills, fires, gas leaks, and environmental incidents.
- Work with regulatory authorities during inspections or audits related to HSE.
- Lead and manage the HSE team, including engineers, technicians, and medical staff.
- Develop, implement, and regularly update HSE policies and procedures.
- Ensure full compliance with ISO 14001, ISO 45001, and relevant Vietnamese laws and regulations.
- Conduct periodic safety inspections, risk assessments, and hazard identifications.
- Oversee hazardous waste handling, storage, and disposal in accordance with legal requirements.
- Organize emergency response drills and chemical safety training.
- Handle and maintain government documentation and application procedures.
- Liaise with regulatory agencies and support audits (ISO, government, customers).
- Investigate accidents and environmental incidents, analyze root causes, and recommend corrective/preventive actions.
- Promote a strong safety culture, continuous improvement, and risk-based thinking throughout the organization.
Job Requirement
<Necessary Skill / Experience >
・Education: Occupational Safety, Environmental Science, Chemistry, Chemical Engineering, or related technical disciplines.
・Language: English or Japanese - Business Level
・Experience:
- Minimum of 5–8 years of HSE experience in a manufacturing company,
- 3 years in a supervisory or managerial role
- Solid knowledge and practical experience in managing hazardous chemicals, compressed gases, explosive gases, cleanrooms, fire protection systems, confined spaces, and pressure equipment.
<Preferable Skill / Experience>
・chemical, energy, semiconductor, electronics, or pharmaceutical industries are advantageous
・ISO 14001 and ISO 45001 are advantages
